This bald eagle symbolizes what America stands for which is freedom and strength 

This is Boston in the background full of thunderstorms.
British shackles are next to her feet. This symbolizes the oppression that The United States had by the British
This young women is the Goddess of youth that represents freedom in America

Savage released this painting on June 11, 1796. The audience is for Americans/ for the people of Philadelphia. The purpose of this image is to show that America once again was transitioning to a new Republic. To explain this image represents how The United States broke away from Britain. Savage was around 15 when the United States won Independence. His work was also very influenced by Federal America.

This image represents how we have so much diversity in America. But this diversity helps us thrive. This image shows people of different races working together to raise up our flag. Diversity shows the freedom in which we have in America. For example the freedom of religion. This is important because the Savage's painting represents Liberty in form of a woman and she is helping the bald eagle, which then shows us that she could've been giving it freedom.
